The Commission accomplishes this by providing different "Voter Education Tools". Such as a website that serves as the election hub for voting information, an app that provides voter information in the palm of your hands, hosting candidate debates so voters can meet the candidates and ask them questions important to their community, and finally, by mailing a voter education guide to every household that contains a registered voter.
